From the "Start" button at the bottom left hand corner of your screen,
select "Settings", "Network and Dial-up Connections."

Double Click "Make New Connection." This will start the Network Connection
Wizard.

The "Make New Connection" window will appear. In the "Type a name
for the computer you are dialing:" box, type the word DC Access. Click
"Next
>" to continue.

Enter (202) 349-0247 (or another local DC Access number) in the "Telephone
number:" box. Click "Next>" to continue.

A congratulations screen will appear. Click Finish to save your
new connection.

You will see a "Dial-Up Networking" window with your new "DC Access" icon.
Right-click on the "DC Access" icon and left-click "Create Shortcut".

A warning message will appear. Click "Yes" to it. A shortcut to
"DC Access" will be placed on your desktop.

You can close out of "Dial-Up Networking" by clicking the "X" in the upper
right-hand corner of the window.

You will see the DC Access icon (shown above) on your desktop. Double click
on the icon. The "Connect To" DC Access screen will come up. Enter your
DC Access email address and password. Click Connect to connect to the Internet.
