From the "Start" button at the bottom left hand corner of your screen,
select "Settings", "Network and Dial-up Connections" then "Make New Connection."
This will start the Network Connection Wizard.

Click "Next".

On the next screen, Select "Dial-up to the Internet", then click "Next":

On the next screen, Select "I want to set up my Internet...", then click
"Next":

On the next screen, Select "I connect through a phone line and a modem",
then click "Next":

Enter (202) 349-0247 (or another local DC Access number) as the Telephone
number, then click "Next":

Enter your DC Access email address and password, then click "Next":

Enter a name for this connection and click "Next":

To set up your email account now click 'Yes', otherwise click 'No', then
click "Next":
If you selected 'Yes' and you wish to set up your email now,
click
here. If you selected 'No' for email account setup, you're ready to
connect to the Internet! Clear the check box if you don't want to connect
to the Internet right now, then click Finish. That's it!
